If you are talking about a fraction as in slope, then yes =) In that case the equation you are looking at should look like : with m being the slope and b being the y-intercept. If m is 4/5 with both 4 and 5 positive, you go up 4 then go across the x-axis (to the right) 5.
On the other hand, if you are talking about graphing just a fraction, as in y=4/5, then you go up the y axis 4/5. The line would be horizontal. (For x= +4/5 you go to the right 4/5. The line is vertical)
