There's only one.
Find the slope, m, of the line by putting it in slope-intercept form (that means solve for y).
2y=5x+7
y = (5/2)x + 7/2
m = 5/2
--------
All lines parallel have the same slope.
Use
y-y1 = m*(x-x1) where (x1,y1) is the point (0,-3.5)
y+3.5 = (5/2)x
2y+7 = 5x
2y = 5x-7
or 5x-2y = 7
