There is only one point, x=-3, where the function is undefined because there is a division by zero.
So the domain would be
(-infinity,-3)U(-3,infinity)
The range goes from -infinity to infinity but doesn't include 0, that is there is no x such that 4%2F%28x%2B3%29=0, so the range is,
(-infinity,0)U(0,infinity)
