The statement of the problem does not tell the coordinates of where the stone lands. Without that information, the problem can't be solved.
I don't doubt for a minute that you have shown the problem exactly as it was shown to you, perhaps in a textbook.
Unfortunately, many people who write math problems don't now how to write them correctly.
If you know the coordinates of the point where the stone lands, use the distance formula (aka Pythagorean Theorem) to find the distance between that point and the toy boat; divide that distance by the given 9 cm/s to find how long it takes the ripples to reach the boat.
