this is a truth table type of problem as far as i can tell.
your truth table would look like this:
      p     q     ~q     p^~q
      T     T      F     F
      T     F      T     T
      F     T      F     F
      F     F      T     F

when q is true, ~q is false.
p^~q is true only if both p and ~q are true, otherwise it is false.
