If you double the sides of a rectangle the area doubles?
If you double the sides of a rectangle the perimeter doubles?

Never.
For a rectangle:
Area = L*W
2L*2W = 4L*W = 4 times the area, not 2 times.
If you mean a solid, eg a cube, it's the same answer.
SA = 6s^2
6*(2s)^2 = 24s^2 = 4 times the SA.

Always.
P = 2*(W + L)
2*(2W + 2L) = 4*(W + L) = 2*p

Area is in square units, eg, sq cms, sq feet, etc.
The sides are multiplied, so z*sides --> z^2*area.

z*sides --> z*perimeter
