Do it like this one.
Same problem, different numbers.
===============================================================
How do you find the equation of a circle if it lies in the first quadrant and is tangent to x=-3 y=3 and x=11
----------------
Tangent to x=-3 and x=11 makes the diameter 14 --> r = 7
and the center is (4,y)
7 units from y=3 --> y = -4 or y = 10
----
In Q1 --> y = 10
--> center at (4,10)
-----
is the circle
