(x^2+4x+4) + (y^2-6y+9) = -4
take 1/2 the coefficient of the x or y term
1/2*4=2
1/2*6=3
..
square it:
2^2=4
3^2=9
..
add it as a third term:
x^2+4x+4
y^2-6y+9
..
add the same number to the right side to keep the equation in balance:
(x^2+4x+4) + (y^2-6y+9) = -4+4+9
(x^2+4x+4) + (y^2-6y+9) = 9

take the sqrt of the first and last term and affix the sign of the middle term to complete the square.
