THE CENTER IS (4,-2) and THE RADIUS IS 4.
FIND THE POINT (4,-2) ON THE CARTESIAN PLANE AND DRAW THE POINTS WHICH ARE A DISTANCE OF 4 UNITS FROM IT.
Another way to study this example is to use the distance formula to form the distance between some set of unknown points (x, y) and the point (4,-3), and equate this distance formula expression to 4. Simplify the equation and adjust to the typical standard form for a circle. This is how we can learn to just read an equation of a circle for its center and radius.

equation of circle given (x-a)^2 +(y-b)^2 =r^2 where a,b are coordinate of center of circle
now given circle is (x−4)^2+ (y+2)^2=16 by comparison of equations
we can say the coordinate of centers is (4,2) and r^2 =16
r=plus and minus 4 but radius of circle can not be negative therefor r=4 radius of circle will be 4 only
you should also know general equation of circle is x^2 +y^2 =r^2 where center at origin (0,0)
and radius is square root of r
