I know the basic formula for graphing circles but I don't know how to find the equation with only this information. Please help :)

The center of the circle is also on either of the lines, x=-2 or x=+2. You should find the intersections of the line y=2x with both of these other lines. Those points are the centers of the two possible circles which you want.
