If the center is at (2,8), and it is tangent to the x axis, this means that it just barely touches the x axis from a center that is 8 units above the x-axis. So, the radius of the circle is 8.
(x-h)^2 + (y-k)^2 = r^2
(x-2)^2 + (y-8)^2 = 64
