Draw the picture.
The line you are looking for is parallel to the x-axis and intersects
the circle at its topmost point and its bottommost point.
Topmost is (1,-4+5)=(1,1)
The line would be y=1; k=1

Bottommost is (1,-4-5)=(1,-9)
The line would be y=-9; k=-9
