y=k is a horizontal line, so the tangents would be at the top and bottom of the circle
the circle is centered at (-3,-3) with a radius of 5
the top of the circle is at y=2 , and the bottom is at y=-8

" For what values of k is y=k a tangent to the circle (x+3)^2+(y+3)^2=25 "
--------------
The center is at (-3,-3) and the radius = 5
The "top" and "bottom" are at y = -3 + 5 and -3 -5.
The lines y = 2 and y = -8 are tangent.
k = 2, -8
