circumference of the wall is 2 * pi * r = 2 * pi * 14 = 87.9645943 feet.
since each length of the chain is 5.5 feet, you would need 87.9645943 / 5.5 = 15.9935626 lengths of chain.

Assuming you have to buy the chain in lengths, then you would need 16 lengths of the chain.

That would be selection A.
