This question needs a little more information, but as it is, there are two answers.
Yes and no at the same time. For instance they can both be a diameter, intersecting each other concluding them perpendicular and congruent. The other possibility could be no because they can reside and the edge of the circle, making them perpendicular and congruent but not a diameter.
