the equation is in the center-radius form
__ center (1,2) and radius 12

use the distance formula from the center to the point in question
__ is it more than, less than, or equal to the radius

(10-1)^2+(10-2)^2=d^2 __ 81+64=d^2 __ 145=d^2

d^2 is greater than r^2, so the point is outside the circle (but not by much)
