Label the points.
A(2,1), B(0,-3), C(4,3)
Find the equations of any 2 sides, AB & AC, AB & BC or AC & BC
Find the perpendicular bisectors of the 2 sides.
The intersection of the 2 bisectors is the center.
The radius is the distance from the center to any of the 3 points.
