most references that i looked at put the weight of steel at a nominal 490 pounds per cubic feet plus or minus a few.
38.4 cubic meters of steel will therefore weigh approximately 1356.083332 * 490 = 664,480 pounds.
unless you have to be more specific, 490 pounds per cubic foot looks like a decent estimate.
if not, you'll have to so some more research to find a more accurate estimate based on the type of steel you are looking at.
