Cross-sectional area is pi*r^2=pi*3.5^2=12.25 pi=38.48 cm^2
4 meters/second is 400 cm/second, so the product is 38.48*400=15,392 cm^3/second
That is 15.392 liters/second or 923.52 liters/minute

The water flowing through the pipe in 1 second is a cylinder of diameter 7cm and height of 4m = 400cm. The rate of flow in cm^3/sec is

Since 1cm^3 = 1ml, the flow rate in l/min is

Water flows through a 7cm diameter pipe at the rate of 4 meters/second.
1. How many cm^3 of water flows the pipe in one seconds
Assuming 7 cm is the ID (inside diameter):
The volume is a cylinder 7 cm diameter and 400 cms long
cc per second.

2. Express the flow of water as a rate in liters/minute
Conversion:
1 liter = 1000 cc
1 minute = 60 seconds
