The 86.4% is worth 70% and the 64% is worth 30%

Final grade = (70% of 86.4%) + (30% of 64%) = (.70)(.864)+(.30)(.64) = .7986

= 79.86%.  If your teacher rounds up, your final grade will be 80%.
