Depends. We do not know what the cutoffs for D/C are, or if both quarters are equally weighted.

If the quarter grades are equally weighted and a D is any grade in [60, 70), then you only need a 61% in the 2nd quarter. If a C is any grade in [70, 80), then you need an 81% the 2nd quarter.
