Assuming each question is given the same number of points...

70% of 132 = 0.70*132 = 92.4 round up to get 93

So you must get 93 questions right, which means you can miss 132 - 93 = 39 questions.

Warning: This is assuming that each question is equally weighted or every question has the same number of points. However, this is not usually true as simple multiple choice or true/false questions may be 1 or two points, but short response, fill in the blank, and essay questions may be worth more points. So ideally, if you miss any questions, you would hope to miss the questions that aren't worth as much as others.
