student scored 65 and 82 on 2 different tests.

student wants an overall average of 70 on 3 tests.

total score on the 3 tests would have to be 3 * 70 = 210.

65 + 82 + x = 210

x = 210 - 65 - 82

x = 60

student needs to score 60 on the third test in order to achieve an overall average of 70.

60 + 65 + 85 = 210 / 3 = 70

anything above 60 on the third test will naturally be better.
