These papers count for 20 % of the final grade. The students other work (80%) average is 83. What grade will the student recieve in the course?

0.8 * 83 + 0.2 * 0 = 0.8 * 83.
Of course, if I were the instructor, I would just tell the student that I thought he was just "blowing smoke" with the rest of the work he turned in and would give him a big fat zero for the whole thing. If you think that is too draconian, think about the problem re-written thusly:
An employee in the finance department at a medium-sized manufacturing firm thought his manager was just "blowing smoke" when he told him to maintain archive copies of the last seven years of payroll files, so he just deleted them. What would you expect to find on the employee's next performance appraisal?
