Simply graph y=|x+2|, then shade everything above the line (since the sign is a greater than sign). Also, make sure that the line is a dashed line.
Doing this will give you:
Note: the red dashed line is the boundary and the green region represents the solution set (ie the set of x and y values that satisfy the inequality)
