a1+...+a7=7*7=49
we take a1 upto a6 as small as possible : a1=1, a2=2, ...a6=6
hence : a7=49-6*7/2=49-21=28

You want the other six numbers to be as small as possible. The smallest the first six might be is 1,2,3,4,5,6 and the sum of these is 21. The total of all the numbers is 7x7=49 so the largest number would be 49-21=28.
