DeMorgan's Law: ~(A v B) = ~A & ~B .... note: the "v" means "or" and the "&" means "and"
So using the given law stated above, we can say that
~ (p V ~q) = ~p & ~~q
Use double negation to simplify ~~q to get q. So the final answer is
~ (p V ~q) = ~p & q
