Consider starting moment t = 0, when the baseball was hit.
Its height at this time moment is, according to the formula
h = -3*(0-3)^2 + 18 = -3*9 + 18 = -27 + 18 = - 9 meters.
Negative height ? Don't you think it is quite nonsensical ?
