Fill the 5 gallon jug with 3 gallons and 2 gallons. There is now 1 gallon in the 3 gallon jug.
Dump out the 5 gallon jug and fill it with the 1 gallon in the 3 gallon jug.
Add a full 3 gallon jug to get 4 gallons.
