The problem is very poorly stated; without making assumptions, it can't be answered.
So I will assume the 20 miles by Bob and the 15 miles by Tom are in the same amount of time.
In that case, since the times are the same and the ratio of distances is 4:3, the ratio of speeds is also 4:3; so call the speeds 4x and 3x. Then, if Bob's speed is 25mph faster than Tom's,
Bob's speed is 4x = 100mph; Tom's speed is 3x = 75mph.
