"OUT OF" means "DIVIDED BY", so:

"83 OUT OF 90" means 83÷90, or 0.9222222222.

That's in decimal form.  To change it to percent form,
move the decimal two places to the right and put on a 
"%" sign.

Answer: 0.9222222222 = 92.22222222% which rounds to 92.222%
