(30xh) + (m/2)
My question is, why is it divided by 2? I really dont understand why you would choose 2 :/ If you could please help I would be so grateful, thank you :)

If you mean why divide by 2, it's to give the smaller angle.
eg, at 3:00, you can call the angle either 90 degs or 270 degs
