Angles are supplementary.
s + r = 180
s = (180-r)
The measure of angle s is 7 degrees less than one-fourth of the measurement of r.
s = r - 7
Replace s, write 1/4 as a decimal
180 - r = .25r - 7
180 + 7 = .25r + r
187 = 1.25r
r = 187/1.25
r = 149.6 degrees

Check this
s = 180 - 149.6 = 30.4 degrees
see if this is true
"The measure of angle s is 7 degrees less than one-fourth of the measurement of r."
30.4 = .25(149.6) - 7
30.4 = 37.4 - 7
