Let A be the first angle, and B be the second.
A + B = 90 (complementary)
A = 2B+10
Substitute the value of A from the second equation into the first.
A + B = 90
(2B+10) + B = 90
3B + 10 = 90
Subtract 10 from each side
3B = 80
Divide each side by 3
B = 26 degrees
A is twice that plus 10.
A = (26*2)+10
A = 53+10
A = 63
63+26=90 degrees
