You have two congruent legs which means that you have an isosceles right triangle. Therefore, you basically have a 45-45-90 triangle (the base angles are equal to 45)
So...
angle B = 45 degrees
3x = 45
x = 45/3
x = 15
and
angle C = 45 degrees
y+7 = 45
y = 45-7
y = 38
