Definition of a linear pair of angles is that they are adjacent and supplementary.
If they are supplementary their sum = 180 degrees.
let x=the larger angle
the smaller angle is 1/4x
x+1/4x=180
1 1/4x=180
1 and 1/4 is the same as 1.25
1.25x=180
x=144
the smaller angle is 1/4x
1/4(144)
36
answer: the smaller angle is 36 degrees
