Logically, with a ratio of 4:1 the whole has been cut into 4+1 = 5 parts.
90/5 = 18 degrees per part

The smaller angle = 18 degrees.
The larger angle = 4*18 = 72 degrees.

The measure of two complementary angles are in the ratio 4:1. what is the measure of the smaller angle?

4:1 is the same as 4x to x
----
smaller angle: x
larger angle: 4x
----
Equation:
x + 4x = 90
5x = 90
x = 18 degrees (smaller angle)
4x = 72 degrees (larger angle)
