What I did: (not so good with word questions)
Complementary = 90 degrees.
I was going to try the way I learned in class today, using estimation. The only problem was that my teacher did not explain anything using the word "twice" and what to do. This throws me way off course.

x + 21 + 2x = 90 degrees.
3x = 69.
x = 23 degrees
23 + 21 = 44 degrees.
2(23) = 46 degrees.
44 degrees + 46 degrees = 90 degrees.
