First convert the minutes, 4, to a decimal part.
We know that 60 minutes = 1 degree, each minute is 1/60 of a degree.
thus, 4' is 4/60 = 4/60 of a degree, = 0.067 of a degree.
1 second = 1/3600 of a degree, so 40'' = 40/3600 of a degree = 0.0111.
Thus, 63 degrees 4' 15'' = 63 + 0.067 + 0.011 = 63.078 degrees.
The complement is this angle subtracted from 90, or 26.922.
