 south bound boat speed = 47mph
north bound boat speed = 47+16 = 63 mph
..
let north bound boat be x miles from starting point when they are 1430 miles apart
south bound boat will be 1430-x miles
..
They travel these distances in the same time
time of north bound boat = x/63
time of south bound boat = 1430-x/47
Add 63x to both sides
divide by 110
The speed of  north bound boat =63mph
distance it has traveled = 819 miles
Time taken = 
Time taken = 13 hours

CHECK
south bound boat travels 
1430-819=611miles when they are 1430 miles apart
speed = 47 mph
time = 611/47
time = 13 hours
