We can call the two angles 'a' and 'b'.
We are told they are complementary, so:
a + b = 90
And we're told that 'a' is 21 more than twice 'b'.
a = 2*b + 21
.
Substituting for 'a', we have:
2*b+21 + b = 90
.
Collecting like terms and simplifying:
3b = 69
b = 23
.
Substituting the value of 'b' we find 'a'.
a = 2b + 21
a = 2*23 + 21
a = 67
.
Done.
