(2) let y = measure of the other
2 equations:
(1) the two angles are complementary: x+y = 90
(2) the measure of one angle is more than three times the measure of the other...
There is something missing from that statement.  HOW MUCH MORE is it than 3 times the other angle?
We can't finish the problem because required information is missing....

I can't imagine how the missing information could end up with this problem having 2 solutions.
(unless by "2 solutions" you mean an answer for x and an answer for y...)
