            The solution by the other tutor is absolutely wrong.

            I came to bring the correct solution.


    (4y+7) + (9y+4) = 180    (not 90 degrees: the angles are SUPPLEMENTARY - not complementary).


    13y             = 180 - 7 - 4

    13y             = 169

      y             = 169/13 = 13  degrees.


The angle 2 measure is  9y + 4 = 9*13+4 =  121 degrees.    ANSWER
