(3/4)x-13=3x-17. note parentheses (3/4)x is not 3/4x, it is 3x/4. I think that is what is wanted here.
add 17 to both sides and subtract (3/4)x from both sides
4=(9/4)x
multiply by 4 both sides
9x=16
x=16/9
Check
(3/4)(16/9)-13=3(16/9)-17
(4/3)-13=(16/3)-17
multiply everything by 3
4-39=16-51
-35=-35
