It is A, and here is my thinking.
You have y with no x on the left. The slope is the coefficient of the x on the right, and distributing the (-2/3) IMMEDIATELY gives you the slope of the line. OK, all of the choices have -2/3. Now you need the constant. Distribute the (-2/3) over 6 and you get MINUS 4.
Now, all that needs to be done is to subtract 7 from both sides, (minus 4 minus 7 = minus 11), and the y is by itself, with 1 as the coefficient, and nothing else present.
