Let's get rid of them. Multiply each side by 4.
(1/4x - 5) * 4 = 4/4x - 20 = x-20
The other side: (3/4x-12) * 4 = 12/4x - 48 = 3x-48
Now plug those back in.
x-20 = 3x-48
Subtract x from each side
-20 = 2x - 48
Add 48 to each side
28 = 2x
Divide each side by 2
14 = x <<--

Let's check it to be certain, by using the original question.
1/4x-5=3/4x-12
(1/4 * 14)-5 = (3/4 * 14) - 12
14/4 - 5 = 42/4 - 12
3.5 - 5 = 10.5 - 12
