The two equations are really the same equation, so you could call them A parallel.
Notice that solving for y in the first equation,
-14x = -632 -26y
Dividing each side by 2 we have
-7x = -316 -13y
Add 316 to each side
-7x + 316 = -13y
Now divide each side by -13
7x/13 + 316/13 = y
or
(7/13)x - 316/13 = y
which is the same as the original second equation y = (7/13)x - 316/13
