...
distribute first
5(5x)-5(4y) < 3(2) + 3(8x) - 17y
25x- 20y < 6 + 18x - 17y
...
Isolate y to one side of the equation

-20y + 17y < 6 + 18x - 25x
...
Combine like terms
-3y < -7x + 6
...
divide both sides by -3 (note sign change for dividing by a negative)
