449/.42 is equal to 1069.047619
the nearest tenth is the first digit after the decimal point.
since the second digit after the decimal point is equal to less than 5, you just truncate to the first digit after the decimal place.
your answer would be 1069.0

now if you do not want to perform the arithmetic (i used a calculator), then you might want to convert the fraction as follows:

multiply the fraction by 100/100 to get 44900/42
that's an equivalent fraction without a decimal point.
use your calculator to divide 44900 by 42 and you get 1069.047619.
this is the same answer as above, as it should be.

now if you don't want to do any of the above, but just want to translate the problem by dividing by a number to the nearest tenth rather than to the nearest hundredth as it's shown, then you simply truncate the .42 and make it .4 because the .02 is less than .05
if your number was .45 or above, then you would make it .5
