slope = (-7--3)/(-1-9) = -4/-10 = 2/5

Form: y = mx+b
You have y = -3 when x=9 and m = 2/5

-3 = (2/5)(9)+b

b = -3-(2/5)9
b = -6.6

Equation:
y = (2/5)x - (33/5)
---
To get the standard form, multiply thru by 5 to get:
5y = 2x - 33
-2x+5y = -33
